Deputy Civil Administrator Edward E. Bennett (L) presents a certificate of achievement to Thomas H. Baker, chief, Scholarship and Training Division, Health, Education and Welfare Department, U.S. Civil Administration, in recognition of "his extremely valuable service to the United States and to the people of the Ryukyu Islands" during the period April 1967 to September 1969. In presenting the certificate, Deputy Civil Administrator Bennett said, "Mr. Baker's dedication, leadership and guidance have resulted in over 500 local students and other members of the Ryukyuan community receiving formal technical, undergraduate and graduate-level training in the United States, and in European schools under the sponsorship of the World Health Organization," Mr. Baker is scheduled to leave Okinawa Sept. 29 for a new assignment at Fort Rucker, Alabama.
