DIRECTOR -- Dr. Robert B. Sudrann, a specialist in internal medicine and cardiovascular disease, is medical director of the University of Hawaii postgraduate medical education program at the Okinawa Central Hospital. ≪新団長 -内科と心臓病の専門医であるロバート・B・スドラン博士が、中部病院のハワイ大学顧問団長に就任、医学研修計画の責任者となった。スドラン団長は、去る6月15日に帰任したニール・L・ゴールド博士の後任で、妻のカーリン・A・ニューマン医師と娘のジョイスを伴って8月3日に来沖した。≫
The postgraduate medical education program at the Okinawa Central Hospital(OCH) is helped and advised by the University of Hawaii (U-H) and funded by the U.S.Civil Administration of the Ryukyus (USCAR) under the U.S. economic-aid-to the Ryukyus program. USCAR contracted with the U-H in November 1965 to help the OCH staff carry out the program for the medical college graduates with the aim of elevating standards of medical practices and alleviating the shortage of doctors in the Ryukyus. USCAR has so far provided more than ＄1.5 million for the program, of which ＄112,000 was provided in fiscal year 1966, ＄358,000 in 1967, ＄455,500 in 1968, and ＄592,800 in 1969. The key feature of the program is learning-by-experience, in contrast to that of program elsewhere which restrict young physicians to observational activities only. Each trainee joins directly with a full-time Ryukyuan physician and a U-H advisor in treating patients from the moment of their admission to the moment of their discharge, while providing the patients with the benefit of expert care from the doctor and advisor. This teamwork is the backbone of a solid program that makes it highly productive and attractive for Okinawan students studying abroad to return to their birthplace to continue medical education and thus contribute to the well-being of the islands' inhabitants. Since the first class of trainees opened on April 10, 1967--only a year after the opening of the OCH--32 medical school graduates, of whom 24 are from Okinawa and eight from Japan proper, have joined in the program. The U-H advisory group includes eight physician-advisors and the hospital itself has 13 physicians assisting and participating in the medical education program.Since 1964--when USCAR originally proposed the program, the Government of Japan(GOJ), Government of the Ryukyu Islands (GRI), USCAR and U-H have closely cooperated in the establishment of this program in the establishment os this new postgraduate medical training program. To guide the establishment ot this program, an intern advisory committee was formed in December 1966 by representatives of the GRI Welfare Department, Okinawa Medical Association,Japan Medical Association, USCAR Health, Education and Welfare Department, Japanese Government Okinawa at Naha, University of Hawaii Medical Education group, Okinawa Central Hospital and Naha Hospital. ≪中部病院の医学研修は、ハワイ大学の指導と助言および米国の対琉経済援助計画にもとづく米国民政府の資金援助によって実施されている。米国民政府は、沖縄の医師不足の緩和と医療水準の向上を図るため、1965年11月、医科大学卒業生の研修を担当する中部病院のスタッフに援助、指導、助言するための契約をハワイ大学と結んだ。民政府はこの計画にこれまで150万ドル余を支出した。その内訳は、1966会計年度に11万2千ドル、1967会計年度に35万8千ドル、1968会計年度に45万5千500ドル、および1969会計年度に59万2千800ドルである。中部病院の医学研修の特徴は、単に観察だけの研修に重点を置いているほかの地域の病院とは対照的で、経験を通して学ぶことに重点が置かれている。研修医は、中部病院の医師とハワイ大学の顧問につきそい、患者が入院してから退院するまでの治療に当たる。患者側も、中部病院とハワイ大学の医師から専門的な医療処置を受けられるという利益がある。この三者一体のチームワークがこの充実した計画をバックボーンをなしていて、外地で勉強している沖縄出身の医学生を帰郷させ、沖縄で医学の研究を続けさせ、住民の安寧に貢献させる要因ともなっている。第一回目の研修は、中部病院が開院してから1ヶ年目の1967年4月10日に開始され、これ以来32人の医大卒業生が同研修に参加している。同研修には、ハワイ大学の顧問医師8人と中部病院の医師13人が当たっている。この研修計画は、もともと民政府の提案によるもので、1964年以来、日本政府、琉球政府、民政府。ハワイ大学の密接な協力によって実現されたものである。この計画を実現するため、琉球政府厚生局、沖縄医師会、民政府厚生教育局、日本政府沖縄事務所、ハワイ大学医学顧問団、中部病院および那覇病院の代表者で構成するインターン顧問委員会が、1966年12月に結成された。≫
