FOURTH CONVENTION FOR MENTALLY RETARDED PERSONS -- Attended by some 300 persons, was held at the Mother and Child Welfare Center, Naha, on Sept. 19. Maj. Richard S. Clark, chief, Welfare Div., Public Health and Welfare Dept., U.S. Civil Administration of the Ryukyus (USCAR), representing High Commissioner F. T. Unger, is shown delivering a speech. Interpreting for him is Miss Masako Oshiro of the Welfare division. The purpose of the convention, which marked the end of the Mentally Retarded Persons Protection Week from Sept. 13 through 19, was to promote the protection, care, education, and rehabilitation for the mentally-retarded.
【和訳】第4回精神薄弱者（児）愛護沖縄大会 - 那覇市の母子福祉センターで9月19日、約300人が参加して大会が開催された。F・T・アンガー高等弁務官を代表して挨拶する米国民政府公衆衛生福祉局福祉部長リチャード・S・クラーク少佐。通訳するのは福祉部オオシロ・マサコ。9月13日から19日までの知的障害者保護週間を締めくくる大会の目的は、知的障害者の保護、ケア、教育とリハビリテーションの促進である。
