Lt. Col. Harold D. Sursa (R), retiring chief, Public Utilities Div., Public Works Dept., USCAR, receives a Legion of Merit from Maj. Gen. Robert B. Smith, Deputy Commanding General, USARYIS, at a military review held at the U.S. Army Hospital in Camp Kue, Aug. 31. Colonel Sursa was cited for "exceptionally meritorious service in an unusual and difficult assignment" during the period February 1967 to August 1969. The citation said, "Colonel Sursa clearly demonstrated an outstanding combination of business management and engineering acumen. During his period of assignment, he personally supervised the formulation, development, and successful justification of operating and capital budgets, long-range financial plans and cash flow analyses to support a tremendous expansion to the power and water system on Okinawa. His outstanding performance of duty generated a record of accomplishments on Okinawa in the form of modern and efficient utility systems geared to the demands of a rapidly expanding economy. He shares great credit in the development of the Ryukyu Electric Power Corporation into a model, first-rank public utility which has earned the respect and admiration of the United States and Ryukyuan public," the citation added.
【和訳】 8月30日、キャンプ桑江在米陸軍病院前での閲兵式で、在沖米陸軍副司令官ロバート・B・スミス少将から勲功章を授与された、退役する米民政府公益事業局公益事業部長のハロルド・D・スーサ中佐(右)。同中佐は1967年2月から1969年8月までの期間中、困難な仕事をやりとげた功績が表彰されたもの。感謝状には「スーサ中佐は、業務運営とエンジニヤリングをうまく結びつけ、勤務期間中、電力・水道の予算、長期財政計画の形成、開発、運営、増大する経済需要に対する公益事業施設の近代的、効率的システムへの形成、琉球電力公社を米側および琉球側から賞讃されている一流な公益事業期間としての開発等に貢献した功労。」が述べられている。
