Leonard H. Dicke, general utility engineer, Public Works Dept., USCAR, receives a Department of the Army award from Col. Harrington W. Cochran, director of the department. He was commended April 4 for his outstanding performance of duty during the period of Nov. 1, 1967, to Oct. 31, 1968, in increasing the production capability of the Island Water System, thus eliminating the critical water supply shortage at the beginning of that period.

写真は米国民政府公益事業局長ハリントン・W・カークラン大佐から陸軍省の優良勤務省を授与される同局公益事業部のレオナード・H・デッキ―氏。デッキ―氏は、1967年11月1日から1968年10月31日までの期間、全島水道系統の生産能力をたかめ、水不足の解消に尽した功績が認められて4月4日表彰されたもの。
