The 70,000 persons residing on Miyako Island in the southern Ryukyuan archipelago for centuries have suffered from almost continuous periods of drought punctuated only occasionally by typhoon-borne downpours. The people have relied on springs and wells, using ancient equipment, on a localized basis, when the springs weren't dry. Now, for the first time in all of the Ryukyu Islands' history, a modern, integrated water system is being built on Miyako that will furnish a regular supply of water safe for drinking or for agricultural purposes to inhabitants in all parts of Miyako, thanks to a "master plan" being carried out by the U.S. Army Engineer District, Okinawa (USAEDO) arranged for and coordinated by the Office of the U.S. High Commissioner of the Ryukyu Islands with the Government of the Ryukyu Islands. The entire system, when completed next June, will cost $1.2 million. To run the system on an efficient basis for all the people throughout the island, the Miyako Island Water Administration (MIWA) was recently established. In addition to furnishing water for domestic uses, MIWA will also construct a number of irrigation projects over the next five years.

宮古島に住む7万の住民は昔から絶えず干ばつに悩まされていた。人々は昔からの古い道具を使って泉や井戸から水を得ていたのであるが、泉が枯れてしまうとその不便は想像にっぜするものがあった。しかしながら、今や宮古住民は史上初めて近代的な総合水道を持つことになった。米陸軍工兵隊が作成し、高等弁務官府及び琉球政府との調整によって完成した「マスタープラン」のおかげで宮古住民は飲料水又はかんがい用に適した水の恩恵を常時受けることになったのである。この水道工事は来年6月ごろに完成する予定であるが、総工費120万ドルが費やされる予定である。この水道施設を全島の住民のために有効に運営するため、宮古水道管理局が最近設立された。同管理局は飲料水の他に5ヶ年計画でかんがい工事も行うことになっている。
