GROUND BREAKING OF ESSO REFINERY AT NISHIHARA - High Commissioner James B. Lampert and Ryukyuan and American officials attended the ground breaking ceremony for a major refinery of the Esso Standard (Okinawa) Ltd. at Nishihara in east central Okinawa, Oct. 25 Gen. Lampert said, "Establishment of a major oil refinery has been an important objective of the United States Civil Administration for the past decade. This ceremony, initiating the construction of a great $55 million foreign investment enterprise, dramatizes the efforts of the Civil Administration to introduce important new industries to contribute to the growth of the island's economy." He added, "The presence of this key enterprise will act as a major inducement to other industries to initiate operations in the Ryukyus and for already-established local industries to introduce or expand operations required in support of this refinery." The project calls for reclamation of 134 acres of water-covered area in Nakagusuku Bay, on the east coast of Okinawa Island, and construction of a "2,000-meter-long sea wall. Overall completion of the 80,000 barrel capacity refinery will be in early 1972.

西原のエッソ製油所起工式
ジェームズ・B・ランパート高等弁務官と米国関係者が出席して、沖縄中部の西原に大手製油会社のエッソ・スタンダ－ド (沖縄) 社の製油所の地鎮祭が10月25日に行われた。ランパート高等弁務官は「大手の製油所の設立は、過去10年間米国民政府の重要な案件だった。外国投資企業の莫大な5,500万ドルにのぼる建設事業の開始は、島の経済の成長のために重要で新しい産業を導入しようとしてきた米国民政府のこれまでの努力を表している」とし、「琉球の他の産業への誘因となり、この製油所が必要とする事業を地元産業に導入または拡大していく基幹企業となる」と述べた。事業は沖縄東海岸の中城湾の134エーカーの埋め立てと、長さ2000メートルの防波堤の建設が求められる。80,000バレル容量の製油所の完成は1972年初頭を予定している。
