RYUKYUAN APPRENTICE TRAINING PROGRAM ― The 【Zukeran】 Area Civilian Personnel Office is conducting a Ryukyuan apprentice training program in coordination with the U.S. Army, Ryukyu Islands (USARYIS), and the U.S. Civil Administration (USCAR). The on-the-job training program lasting from two to three years, designed to raise the proficiency and skills of Ryukyuan apprentices to the journeyman level, is conducted in accordance with U.S. Department of Labor standards. Currently enrolled in the program are 105 apprentices, including 34 new apprentices who joined the program last March. New apprentices are receiving training to be auto mechanics, electricians, radio equipment repairmen, sheet metal welders, plumbers, linemen, medical equipment repairmen or X-ray technicians at various offices and shops of the 2nd Logistical Command, USARYIS Facilities Engineer, Okinawa Regional Exchange, Army Medical Center, and Strategic Communications Command. USARYIS provides the training facilities and instructors and USCAR finances all necessary expenses including training allowance, text books and technical manuals for apprentices. In addition to the practical training, the apprentices will learn shop theory, policy and safety standards. They will receive nine months of English language study at the English Language Center in Shuri. Those who successfully complete the training will be presented a certificate of completion, signed by the U.S. Secretary of Labor. Since the program started in 1962, a total of 81 Ryukyuans have become full-fledged journeymen.

未熟練者技術訓練計画 - 瑞慶覧地区民間人事部では在琉米陸軍と米国民政府の協力のもとに、沖縄の未熟練者のための技術訓練計画を実施している。これは2年ないし3ケ年間の実施訓練で沖縄の見習工を一人前の技術者に養成するためのもので、米国労働省の基準に従って行われている。現在105名の見習工が技術訓練を受けているが、そのうち34名は去る3月にこの計画に加わったばかりの見習工で、第二兵たん部隊、エンジニア部隊、レックス、米陸軍医療センター、戦略通信等の事務所や工場で自動車機械の修理、電気技術、無線機修理、板金溶接、配管、配線、医療具修理、レントゲン技術に関する技術訓練を受けている。技術訓練に必要な施設と講師は、在琉米陸軍が提供し、技術訓練手当やテキスト、技術訓練の手引き等、技術訓練に必要な費用は一切民政府が負担している。見習工は実地訓練の他に、理論や職場の方針、安全対策等についての講義も受ける。更に首里の英語センターで９ヶ月間の英語講座も受講する。訓練計画の全課程を修了した者には、米国労働長官が署名した技術訓練計画修了証書が授与される。この計画が1962年に実施されてから一人前の技術者になったのは現在までに81名にのぼっている。
