U.S. Consul General Gardand Richardson sponsored the annual Golden Gate Club garden party on December 10, 1960 at the American Consulate in Naha, which was attended by Golden Gaters, U.S. Civil Administration, Ryukyus Government and civic leaders. Following an address by the U.S. Consul, U.S. High Commissioner, Lt. Gen. Donald P. Booth, spoke. He said, "The future well-being of the Ryukyus depends greatly upon the ability of the Ryukyuan people to create and sustain a modern industrial and agricultural development program." He noted "A program of modernization is not merely a question of money and machines. It needs people who are highly educated, broad-minded, technically skilled, and alert to the latest ideas, discoveries, inventions, and trends around the world."
