CIVIL ADMINISTRATOR TERMS RYUKYUAN JUDICIARY ’WELL QUALIFIED’ - Civil Administrator Robert A. Fearey, representing High Commissioner James B. Lampert at the dedication March 3 of the new Government of the Ryukyu Islands (GRI) Judicial Building in Naha, praised the Ryukyuan Judiciary as "well qualified to perform its duties." The local judiciary, he said, has made "remarkable strides" under Chief Justice Seiyu Hirata. The Civil Administrator declared "the judiciary performs an absolutely indispensable role in the control of crime, in the preservation of the fundamental rights of the individual, and as a bulwark against possible excesses by other branches of the government." The new three-story building, constructed at a total cost of $1,036,468, will house the Ryukyu High Court, Naha District Court and Naha Summary Court.
