MASTER CAPTION:
"SAYONARA" RECEPTION in honor of Civil Administrator Stanley S. Carpenter was held Aug. 1 at the Ryukyu Tokyu Hotel hosted by former Chief Executive Seiho Matsuoka of the Government of the Ryukyu Islands (GRI) and his former depart-ment directors. Mr. Matsuoka, chief executive from Oct. 31, 1964 to Nov. 30, 1968, presented a framed certificate of commendation signed by himself and the directors. The certificate praised Mr. Carpenter's ""utmost possible efforts for the promotion of the welfare and well-being of the people of Okinawa, advance-ment of their self-government and development of their economy,"" since he assumed office in July 1967. It added: ""You have always demonstrated a sincere and earnest attitude of respecting the will of the Okinawan people. Your fore-sight and understanding of the Okinawa people's aspirations was instrumental in the establishment of the system of popular election of the Chief Executive and the development and implementation of programs designed to promote 'ittaika' between Okinawa and Japan. Because of these and many other progressive and constructive accomplishments achieved during your tenure of office, I am sure the people of Okinawa will long be grateful to you."

8月1日、琉球東急ホテルで松岡前主席の主催で催されたスタンリー・S・カーペンター民政官の送別会の席上、松岡前主席(1964年10月31日から1968年11月30日まで在任)、および前局長が署名した感謝状が松岡氏から手渡された。感謝状で、1967年7月に民政管に就任以来、琉球住民の福祉福利の向上、自治の向上、琉球経済の発展のために尽力されました。在任中、住民の意思を尊重して政治を行われました。住民の希望を理解し、主席公選を実施され、一体化計画の実施にも努力されました。これら、およびその他の進歩的、建設的業績は、永く住民の記憶に残るでありましょう。と述べている。
