Civil Administrator Stanley S. Carpenter presented the First Oak Leaf Cluster to the Army Commendation Medal to SFC Luis A. Lespier, personnel sergeant, Administration Office, U.S. Civil Administration of the Ryukyu Islands, July 18, 1968. Sergeant Lespier was cited for "exceptionally meritorious service" during the period April 1964 to July 1968. The citation said that he "distinguished himself by outstanding performance of duties not normal to his grade or military specialty. Through his diligence and perseverance, he acquired a comprehensive knowledge of all aspects of the Administrative Office" of USCAR and served as a Sergeant Major during periods when one was not assigned, in addition to continuing his regular duties as Personnel Sergeant. Sergeant Lespier is scheduled to depart July 21 for a new assignment with Hq., First U.S. Army, at Fort Meade, Md.
