Civil Administrator Robert A. Fearey (R) recently presented the Army Meritorious Service Medal to Lt. Col. Woodard B. Hopkins, Jr., departing deputy comptroller and chief, Program, Budget and Accounting Div., U.S. Civil Administration of the Ryukyus (USCAR). Shown at left is Mrs. Hopkins. Lt. Col. Hopkins was awarded for his exceptionally meritorious service during the period Sept. 1, 1968 to April 13, 1971. "Through his inspiring leadership, exceptional professional ability, hard work and foresight, Lieutenant Colonel Hopkins played a foremost role in reversion planning and in the development of programs for the termination of the United States Civil Administration of the Ryukyus. Among his accomplishments was the development and establishment of a basic, overall plan for the transfer of Civil Administration, of which Lieutenant Colonel Hopkins was co-author. Lieutenant Colonel Hopkins achieved equal success in supervising the development and execution of programs for the phase-down and termination of aid projects financed by the United States Government and the concomitant increase in aid provided by the Government of Japan," the citation said.

ロバート・A・フィアリー民政官 (右) は退任する琉球列島米国民政府 (米民政府) 会計検査部副監督官ウッダード・B・ホプキンスJr.中佐に勲功章を授与した。左はホプキンス夫人。ホプキンス中佐は1968年9月1日から1971年4月13日までの期間の功績が評価された。「素晴らしいリーダーシップ、卓越した専門能力、勤勉さと先見の明をもって中佐は復帰計画と琉球米国民政府終結の計画策定において最も重要な役割を果たした。民政府の移行計画のための基本的、総合的なプログラムの開発と構築は中佐の尽力によって成された。米国政府が資金を提供する援助プロジェクトの段階的な縮小と廃止のためのプログラムの開発と執行を行うと同時に増加する日本政府による支援を監督した」と称賛した。
