Civil Administrator Robert A. Fearey pins the Army Commendation Medal on M/Sgt William H. Flynn, of USCAR's Civil Affairs Team on Miyako Island at a ceremony held at the USCAR conference room Fe. 2. Behind them is Lt. Col. Donald C. Buckley, chief of administration, USCAR. M/Sgt Flynn was awarded for his "exceptionally meritorious service" during the period December 1969 to February 1971. The citation said, "through his initiative and perseverance he has shown himself to be a key individual to the organization, which has been proved time and time by his ability to perform extremely difficult and important tasks in an original, unprecedented and clearly exceptional manner."
