写真解説：
Civil Administrator Robert A. Fearey (R) presents a Department of the Army certificate commending Binion C. Waller, deputy director, Labor Dept., U.S. Civil Administration of the Ryukyus. The presentation was made by Mr. Fearey on Sept. 4. Mr. Waller was commended for his high quality performance as USCAR's labor relations and standards administrator. The certificate said "Mr. Waller distinguished himself in the performance, approach to, and solution of problems involved in labor-management relations. His initiative, judgment, specialized professional knowledge, cooperative attitude and supervisory ability, have contributed materially to the successful accomplishment of the overall mission." The award was for the period July 1969 to August 1970.

ロバート・A・フィアリー民政官 (右) は琉球列島米国民政府労働局長ビニオン・C・ウォーラー氏を陸軍表彰とした。表彰は9月4日フィアリー民政官によって行われた。ウォーラー氏は米民政府の労働関係と行政官として質の高い業績で評価された。証明書には「ウォーラー氏は労使関係に関わる問題のアプローチ、解決において優れている。彼の取り組み、判断、専門知識、協力的な態度と監督能力は、組織全体の任務達成に貢献した」とある。この賞は1969年7月から1970年8月までの期間に対する評価。
