Civil Administrator Stanley S. Carpenter (R), on April 17 presented a letter of appreciation to Nobuo Takaramura, outgoing president of the Ryukyu Development Loan Corporation (RDLC), and congratulated him on his appointment to the International Finance Corporation of the World Bank, Washington, D.C. The Civil Administrator praised Mr. Takaramura for his "outstanding performance on behalf of the Ryukyuan people" since November 2, 1959 as the president of the RDLC. "Under his leadership, the corporation has been of the largest contributors to the economic development of the Ryukyu Islands", Mr. Carpenter added. The RDLC was established on October 1, 1959, by the U.S. Civil Administration of the Ryukyus (USCAR) to achieve a viable economy, and thus to raise the Ryukyuan people's living standards which may eventually be sustained by their efforts. USCAR supplied the RDLC's capital, which has remained unchanged at $26,258,000 since Fiscal Year 1963. The corporation, under Mr. Takaramura's leadership, increased its total assets from $24,908,000 as of December 31, 1959, to $54,012,000 as of March 31, 1968. Mr. Takaramura expects to depart with his wife and two children for the United States on May 11.
