On 9 December 69, Civil Administrator Robert A. Fearey (4th from L) inspected the progress of Okinawa's largest water development project - the Fukuji River dam and reservoir - at a wooded mountainous area one mile north of Kawata village in Higashi-Son, northern Okinawa. Watching construction of a shaft tunnel at the job site are Hirosada Ohama, president of the Ryukyu Domestic Water Corporation (RDWC); Lt. Col. Harry W. Lombard, director, Public Works Department, U.S. Civil Administration; Lt. Col. William S. Cutter, Deputy District Engineer, U.S. Army District Engineer, Okinawa (USAEDO); the Civil Administrator; Steve S. Sato, USAEDO Resident Engineer at the Fukuji Dam. The Fukuji Dam project is expected to be completed in April 1972 at an estimated cost of $12,000,000. The project will be funded by RDWC and the U.S. Government. The reservoir, fed by rainfall covering a watershed of 7,700 acres, will impound some 10 billion gallons of water. It will provide a safe yield of 33 million gallons a day to the rapidly-rowing industries and population centers of Okinawa.
