In order to mutually guarantee unemployment insurance benefits, the Government of Japan (GOJ) and the Government of the Ryukyu Islands (GRI), with the approval of the United States Civil Administration of the Ryukyu Islands (USCAR), signed a memorandum providing for such reciprocity today June 30, 1967. The ceremony was held in the director's office, Labor Dept., USCAR. Signing the memorandum are (sitting, L-R): Soei Yamakawa, director, Welfare Dept., GRI; Lt. Col. Marion J. Morgan, chief, Administration office, USCAR; Kei Shimura, director, General Affairs Dept., GRI; Kiyoshi Kishimoto, superintendent, Social Insurance Agency, Welfare Dept., GRI; and En Kuroki, counselor, Legislative Bureau, GOJ. Shown watching are (standing, L-R): George L. Jackson, labor law expert; and Carleton H. Faler, director; both of the Labor Dept., USCAR; Hideo Seki, assistant section chief, Unemployment insurance Sec.; and Tsutomu Ishida, chief, Benefits Subsection; both of the Unemployment Insurance Sec.; Employment Security Bureau, Ministry of Labor, GOJ. The purpose of this memorandum is to provide for reciprocal procedures to guarantee that those who are qualified under the Unemployment Insurance Law or the Seamen's Insurance Law, on the Japanese mainland, and are unemployed in the Ryukyu Islands, and those qualified under the GRI Unemployment Insurance Law Unemployed on the Japanese mainland shall receive benefits corresponding those due them where they originally qualified.

失業保険給付を相互保障するため、日本政府と琉球政府は、琉球列島米国民政府の承認を得て、本日1967年6月30日、覚書に署名した。式典は、米国民政府労働局局長室で行われた。署名をしているのは左から、山川宗英氏 (琉球政府厚生局長)、マリオン・J・モーガン氏 (米民政府総務局々長)、志村恵氏 (琉球政府総務局々長)、岸本清 (厚生局社会保険庁長)、黒木延氏 (日本政府法制局参事官)。様子を見るのは左から、ジョージ・L・ジャクソン(労働法専門官)とカールトン・H・フェイラー氏 (労働局長)両氏ともに米民政府労働局職員、セキ・ヒデオ氏(失業保険課長補佐)とイシダ・ツトム氏 (給付係長)両氏ともに日本政府労働省職業安定局職業安定局失業保険課。この覚書の目的は、日本本土で雇用保険法または船員保険法の資格を有する者で琉球列島で失業している者と、日本本土で琉球政府の失業保険法の資格を有する者が、本来の資格を有するところで給付を受けることを保証するための相互手続きを規定することにある。
