U.S. Air Force 1st Lt. Charles H. Bailey (L), special advisor to the Ryukyu Reformatory and Air Force liaison officer, U.S. Army, Ryukyu Islands, Military Police Groups, was presented a letter of appreciation by Keisuke Kobori (3rd from R), deputy director, Legal Affairs Dept., Government of the Ryukyu Islands (GRI), for his "great concern, understanding, and material and spiritual contributions to correctional education at the Ryukyu Reformatory". In addition to a letter of appreciation, Lt. Bailey was presented an embroidered picture made by girls of the Ryukyu Reformatory. Attending the presentation were (L-R): Lt. Bailey; Col. Leslie Arnold, U.S. Army, Ryukyu Islands, Provost Marshal; Mr. Harriman N. Simmons, director of Public Safety Dept., Office of the High Commissioner; Mr. Kobori; Mr. Eikichi Kuroshima, chief, correction and rehabilitation section, Legal Affairs Dept., GRI; and Mr. Keizo Tomoyose, chief, Ryukyu Reformatory.

琉球少年院の特別顧問であり、琉球軍空軍連絡将校であるチャールズ・ベイリー中尉（左）に、琉球政府法務局次長の小堀啓介氏（右から3人目）からベイリー中尉の「琉球少年院における矯正教育への多大な配慮と理解、物心両面での貢献」に対し、感謝状が授与された。ベイリー中尉には、感謝状のほか、琉球少年院の女子たちが作った刺繍入りの絵が贈られた。贈呈式に出席したのは左から、ベイリー中尉、琉球軍憲兵隊長のレスリー・アーノルド大佐、高等弁務官室公安局長のハリマン・N・シモンズ氏、小堀氏、琉球政府法務局矯正保護課長の黒島永吉氏、琉球少年院長の友寄景三氏。
