REPRESENTATIVE PASSMAN ARRIVES --Representative Otto E. Passman, the Lousians Democrat (L) and chairman of the Foreign Operations Sub-Committee of the House Appropriations Committee, Shakes hands with Mr. Seitoku Shinzato , secretary-general of the Okinawa Liberal Democratic Party, upon Mr. Passman's arrival Naha Civil Air-Terminal on Monday, Mar. 2.
Rep. Otto E Passman, (D-La), member of the House of Representatives Appropriations Committee and chairman of its Subcommittee on Foreign Operations, arrived on Okinawa at 11:15 a.m., Monday 2, 1964 for a two-day visit to inspect U.S. economic aid to the Ryukyu Islands, and general sceio[socio?]-economic conditions on Okinawa and offshore islands. He was accompanied by Mr. Kenneth Sprankle, Clerk of the Appropriations Committee, and Mr. Francis O. Merrill, staff assistant for the subcommittee. Mr. Passman was greeted upon his arrival by ranking American and Ryukyuan officials, including High Commissioner Paul W. Caraway, U.S. Consul Richard Finch, Government of the Ryukyu Islands Chief Executive Seisaku Ota, Ryukyuan Legislator Seitoku Shinzato, Secretary-General of the Okinawa Liberal Democratic Party, and many other Ryukyuan political and civic leaders. Mr. Passman's jam-packed itinerary included impactions of the Koza Reformatory, old Koza Hospital, new Okinawa Central Hospital now under construction, the Jacona electric power barge, Kin Power Plant under construction, Ryukyu Cement Company plant under construction, Airaku-en Leper Colony, Aguni Island, University of the Ryukyus, English Language Center, Mawashi Elementary school, and a new Naha housing area under construction. Rep. Passman, on behalf of High Commissioner Paul W. Caraway, presented a $2 million check to Mr. Jinsuke Okuda, president of the Ryukyu Domestic Water Corporation (RDWC), appropriated by the U.S. Congress for the development of Okinawa's water resources. Mr. Passman and party departed for Taipei, Taiwan, at 5:30 p.m., Tuesday, Mar. 3.
