CIVIL ADMINISTRATOR Stanley S. Carpenter spoke to 47 visiting Japanese junior high school reporters and 23 teachers at USCAR, Dec. 30, 1968. Mr. Carpenter explained the United States administers the Ryukyu Islands under terms of Article 3 of the Peace Treaty with Japan signed by 49 noncommunist nations on Sept. 8, 1951 in San Francisco. He emphasized, “Through American, Japanese and Ryukyuan cooperation, rapid progress is underway toward making necessary preparations for ultimate return of administrative rights to Japan proper.” The Civil Administrator told of the gap between imports and exports which is bridged by the total direct and indirect financial contribution of the United States. In Fiscal Year 1968, that total amounted to more than $260 million. He also stressed the role of the Advisory Committee to the High Commissioner, composed of representatives of the United States, Japan and the Ryukyus in promoting the socio-economic integration of the Ryukyus with Japan proper. The reporters came under the 7th annual junior high school reporters good-will exchange program between Okinawa and Japan proper. During their stay, they visited the U.S. Armed Forces Museum and an Army satellite communications station on Jan. 3, 1969.
